Unfortunately, even though texting and driving, along with distracted driving, can cause so many accidents, regardless of age and experience, various states in the country still do not have hand-held bans against cell phones or an all-cell phone ban on usage while driving in the car. Furthermore, even with these bans in place in some states, drivers still use their phones for scarily-high percentages, with those in Mississippi and Rhode Island using nearly 8% of their driving time spent on their phone – even though Rhode Island IS one of the states that has a hand-held ban and an all-phone ban on drivers younger than 18.
